Error #84696

User's solution

This works!

Click START > RUN and type services.msc, then click OK. The Services window will now be displayed.

Scroll down the list of services until you see the "Windows Driver Foundation - User Mode Driver Framework" service. Double-click on this service so as to display its Properties window.

Under the General tab, ensure that the "Startup Type" is set to Disabled.

Exit the Services window and "Reboot" your computer.

OK this solution worked. My only questions are 1 What is this service? 2 What is it's function? 3 Why was it loaded? 4 Why did it not work? Sorry but I'm greedy for knowledge Julian

This worked for me too ! I think the problem arose after dabbling with "start up services" in Wise care 365. To increase boot up time I probably unchecked or checked a box ! (silly me) Brian
