Per this Java bug:

The Java file chooser dialog using Windows L&F is incompatible with Windows Vista on any Java release less than 1.5.0_11.
Upgrading Java or ceasing use of the Windows L&F will avoid the error.

Well, obviously you need to install an Apache webserver for Cacti installation to go on :-) => Install it first and you should be good to go
