This was a debug error that was being presented by the PSUnit.Support.Encode-Html function. I commented out the 64-bit load on my 32-bit XP machine.
If the "SQL Server 2000 DTS Designer Components" download is already installed, there might be a problem with the compatibility of icons persisted in this DTS package.
Kept trying to install and reinstall the DTS components and nothing seemed to work until I found the following article:
